Qualified Teams Invited to Submit Proposals for Second and Largest Phase of the Fancsy Family Hospital Project
29-10-2026

Windsor Regional Hospital and Infrastructure Ontario (IO) have invited two prequalified teams to submit proposals outlining their plans to design and build the second and largest phase of the Fancsy Family Hospital Project – The Diagnostic and Treatment Block. As the clinical heart of the new hospital, this state-of-the-art structure will serve as the hospital’s primary entrance and house many of the region’s most advanced specialized services.
Construction of this phase includes an Emergency Department and helipad, Regional Trauma Centre, Regional Cancer Centre, Surgical Services, Critical Care, Cardiac Catheterization Lab, and Women’s and Children’s Services, along with public amenities and a Central Utility Plant. Designed with patients, families and the community in mind, it will include welcoming public spaces such as food services, retail, spiritual care, and a dedicated Indigenous healing space.
Following a
competitive process earlier this year, the following two teams were prequalified to participate in the RFP process based on their demonstrated experience, qualified personnel, and financial capacity to deliver a project of this size and complexity.
EllisDon Infrastructure Healthcare (EDIH)
Applicant Lead: EllisDon Capital Inc.
Design Team: Parkin Architects Ltd.
Construction Team: EllisDon Corporation
Facilities Management: EllisDon Facilities Services
Financial Advisor: EllisDon Capital Inc.
Windsor Health Infrastructure Partners (WHIP)
Applicant Lead: Plenary Americas LP
Design Team: B+H Architects
Construction Team: Sacyr Canada Inc. and Amico Major Projects Inc.
Facilities Management: Johnson Controls Canada LP
Financial Advisor: Plenary Americas LP
These teams have until mid-2027 to submit detailed proposals outlining their approach to delivering this transformational project. IO and WRH will then evaluate the proposals on several factors, including experience, ability to meet the hospital’s design and operational requirements, schedule, and pricing. The successful team is expected to be announced in late 2027, with implementation to follow shortly after.
Earlier this year, WRH announced that
the Fancsy Family Hospital would be delivered in three phases due to the project’s size and complexity. The three-phased approach is designed to increase market participation and price competition where feasible, ease pressure on labour, materials and trade availability, and mitigate procurement risks.
Construction on Phase 1, Enabling Works, began in July and includes an Education and Administration Centre, parking garage, and supporting site infrastructure. Procurement for the third phase, an inpatient tower connected to the Diagnostic and Treatment Block on every floor, is expected to begin next year.
The Fancsy Family Hospital is a once-in-a-lifetime opportunity to transform hospital services across Windsor-Essex and will be the first step in the development of a comprehensive, fully integrated health system for the region. The future hospital will increase capacity, expand access to specialized services, and provide high-quality care close to home for residents across Windsor-Essex and beyond.
