A Major milestone for the construction of The Fancsy Family Hospital

In a major milestone for the construction of The Fancsy Family Hospital, Infrastructure Ontario (IO) in partnership with Windsor Regional Hospital and the Ministry of Health (MOH), has issued a Request for Qualifications (RFQ) to prequalify construction teams that will compete to Design, Build, Finance, and Maintain the second and largest phase, of the new hospital project.
Due to its size and complexity, construction of The Fancsy Family Hospital is being delivered in the following three phases:
- Phase 1 - Enabling Works: A 3-storey Education and Administrative Centre and simulation centre, a parking garage with capacity for approximately 700 vehicles, and site infrastructure that will lay the groundwork for the new hospital. Phase 1 construction is expected to begin in mid-2026.
- Phase 2 - Diagnostic and Treatment Block: Currently planned as a 5-storey Diagnostic and Treatment Block that will serve as the heart of the new acute care hospital development and include the main public entrance. Construction in this phase includes Emergency and Trauma Services, Regional Cancer Services, Surgical Services, Women’s and Children’s Services, Critical Care, Indigenous Services, Spiritual Care, advanced diagnostics, welcoming public amenities, and a Central Utility Plant.
- Phase 3 - Inpatient Tower: Currently planned as a 9-storey Inpatient Tower that will house the majority of the hospital’s planned inpatient beds, featuring private, light-filled rooms designed to support patient comfort, family involvement, and future growth. In addition, the tower will also include an In-centre Dialysis Unit, essential support services, and additional amenities for patients, visitors, and staff.
Each phase is designed to integrate with the next, ensuring a cohesive and efficient build-out of the campus. Together, once complete, they form the entire Fancsy Family Hospital Project. For additional information on what is being planned for each phase, visit the

Today’s announcement marks the beginning of the tendering process for Phase 2, which is being led by
Infrastructure Ontario. Qualified companies are invited to register on merx.com to download the RFQ.

In determining the approach to deliver this project, Infrastructure Ontario, in collaboration with Windsor Regional Hospital, engaged with numerous national and international builders over the course of many months to discuss the Fancsy Family Hospital Project. These discussions focused on potential strategies to deliver this world-class facility efficiently while fostering a competitive market to ensure the best value for money. Following these meetings, a three-phase approach was identified as the best path forward. This approach allows for increased market participation and price competition, relieves pressure on labour, materials and trade availability, and mitigates procurement risks. Phased delivery also provides the opportunity to bring portions of the hospital into operation earlier, while aligning contract structures with market capacity.

Initiating the tendering process for Phase 2 is the first step in the process to select a team to deliver the project. Submissions will be reviewed to shortlist teams with the required construction experience, as well as the financial capacity to deliver a project of this size and complexity. Shortlisted teams will then be invited to respond to a Request for Proposals (RFP), which is expected to be published later this year. A similar process will be used to select the construction team for Phase 3 – the Inpatient Tower - with the release of an RFQ at a later date.
Once ground is broken for construction of Phase 1 in the north-west corner of the site, development will continue east and south until the new hospital is complete.
