Site Selection Process

  • The Steering Committee has defined a set of weighted criteria used to help select a location.
  • The community has had an opportunity to review the draft criteria online. Nearly 600 people provided online feedback.
  • The Steering Committee adjusted the weighting of the criteria to reflect the community feedback.
  • A Site Selection Subcommittee, made up of 10 volunteer members from Windsor and Essex County, was established.
  • The RFP was made available to potential vendors at and view RFP for informational purposes only.
  • Interested property owners had until October 1, 2014, to submit their proposal in accordance with the instructions found within the RFP documentation for consideration.
  • The Site Selection Subcommittee used a 2-phase process - which is clearly outlined in the RFP- to identify a preferred site. Phase 1 was a general overview of the site. Phase 2 focused on technical specifications and overall cost.
  • The Site Selection Subcommittee presented a recommendation to the Steering Committee.
  • The Steering Committee forwarded the recommended site to the Windsor Regional Hospital Board of Directors.
  • With the approval of the Board of Directors, it was submitted to the Erie St. Clair LHIN for endorsement to The Ministry of Health and Long-Term Care.

What information is included in the RFP?

  • Information on who is eligible to participate and an overview of the process.
  • Detailed information for potential vendors.
  • Instructions on how to apply and the deadline for submission.

How will you ensure the process is fair and transparent?

  • The Steering Committee overseeing the new hospital project is committed to ensuring the process is as fair and transparent as possible. To help meet this goal, a Fairness Advisor has been hired to monitor the process.

What is a Fairness Advisor?

  • A Fairness Advisor is another set of eyes and ears monitoring the process from a perspective of fairness and transparency.
  • The Fairness Advisor will work with the Site Selection Subcommittee to proactively ensure there is a fair process for all vendors, the committee and the community. 
  • Fairness Advisors are typically lawyers. They have a good understanding of contract and procurement law.

Why do we need a Fairness Advisor?

  • The Program and Services Steering Committee is committed to making this process as fair and transparent as possible.
  • This is a complex project that will require ongoing support and the commitment from the community and stakeholders. It is important to do everything possible to uphold the integrity of the process to ensure community relationships are not negatively affected. 
  • Ontario’s Broader Public Sector Procurement Directive does not require a fairness advisor, however having one shows commitment to compliance with the directive and transparency.

What are the duties of a Fairness Advisor?

  • Review the RFP and identify any issues that will undermine the fairness and integrity of the process.
  • Monitor the process and assist the Site Selection Committee in the understanding of its role.
  • Monitor, facilitate and document steps from the release of the RFP to the awarding of a purchase agreement to the successful vendor.
  • Will provide a report on the process prior to Phase 1 submission and a report on the conduct of both Phase 1 and Phase 2. 
  • The complete set of duties of the fairness advisor under this RFP will be set out in a “Fairness Advisor Handbook.”

Where are we at with the process?

  • The Site-Selection Subcommittee has recommended the property at the southeast corner of County Rd. 42 and the 9th Concession for the new hospital.
  • The recommended site has been submitted to the Ministry of Health and Long-Term Care for review, as part of the Stage 1B proposal.

What are the next steps?

  • The Ministry of Health and Long-Term Care will work with the Erie St. Clair LHIN to review the plan.
  • Ministry approval is required to move forward to the next stages of planning.

The following information was added March 10, 2015

Where are we at with the process?

  • The RFP is now closed.
  • The site selection subcommittee has reviewed the submissions and narrowed its search down to a short list of preferred properties.
  • The owners of the short-listed properties now have the opportunity to participate in Phase 2 of the site selection process. This includes a more thorough look at the site, technical specifications and overall cost.

What are the next steps?

  • Shortlisted properties will undergo further testing and will be re-evaluated based on the predetermined criteria. The cost will also be a consideration in this phase.
  • The Site Selection Subcommittee will recommend the highest scoring property from Phase 2 to the Program and Services Steering Committee.

How long will the process take?

  • If all goes well, the recommended location of the future New Single-Site Acute Care Hospital could be announced this summer.
